Curtis Neely, 24, of 323 Forest Blvd., Park Forest, was charged with retail theft Monday after he was accused of getting a $53.34 refund for clothing that was stolen from JC Penney, 3 Orland Square Drive. He is scheduled to appear in court May 20.
