Mad cow food reforms: The European Commission announced plans for reforming its approach to food safety in a bid to reassure consumers in the wake of the mad cow disease crisis. The plans call for adding 263 officials to a new food safety division, reorganizing a system for seeking scientific advice and strengthening inspection procedures. The shakeup fulfills a pledge by Commission President Jacques Santer in February to the European parliament, which threatened to censure the commission.
