Why is it that street cleaning ends on Oct. 31 when November is the month when the vast majority of leaves fall to the ground? In my area, the side streets are covered with leaves, which form heavy mats in the gutters and on top of the sewers. From now until the first street cleaning in April, every time it rains or the snow melts, the streets are flooded. It is time to keep street cleaning going until the first heavy snow.
