President Boris Yeltsin, back in the Kremlin and seemingly in fighting form after a two-week vacation, scolded his government Monday for breaking a promise to settle wage arrears to Russia’s public employees. Yeltsin made his first public appearance in nearly a month at a Kremlin diplomatic function. “Last year was a failure as far as our obligations are concerned,” Yeltsin rebuked Prime Minister Viktor Chernomyrdin and his two first deputies in comments broadcast on television. The attack, along with a series of other meetings and appearances, was partly designed to end concern over his health after his reclusive vacation in lakelands northwest of Moscow, preceded by a two-week stay in a sanitarium last month with a bad cold.
