I’m tired of hearing the argument that the Secret Service should not be compelled to testify against President Clinton because it might endanger future presidents’ lives.

The whole point of laws is to discourage people from committing illegal acts. If a president knows that the Secret Service can testify about his illegal or immoral acts, that should discourage him from committing them. It shouldn’t encourage him to simply send the agents away.
