Paul V. Boehlen, 18, of the 2800 block of Tahoe Lane was arrested Friday in the 9700 block of Richardson Road and charged with failure to dim high-beam headlights, driving in the wrong lane, driving under the influence of drugs, unlawful possession of cannabis and unlawful possession of drug paraphernalia, according to police. A passenger in his car, Bernice A. Birsa, 19, of the 6300 block of Keokuk Road, Indian Head Park, was charged with unlawful possession of cannabis, police said.
