There is just one problem with the civilian casualty figures coming from Yugoslavia: It seems that a case can be made for Serbs turning weapons on their own people and on foreign embassies for propaganda purposes, and there is no real way to verify that it wasn’t a Serb missile launcher that destroyed, say, an old age home or even the Chinese Embassy.
