Let me get this straight: President Bush refuses to establish new restrictions on carbon-dioxide emissions because it would cause significantly higher electricity prices. But if we don’t get these in place–and soon–global warming will bring a massive increase in demand for electricity, which will result in significantly higher electricity prices.

Oh, I see. Bush is counting on the fact this increase will take place after he is out of office. He can condemn his successor for ineffective energy policies then.
