A City Council committee voted Wednesday to impose heavy fines on overenthusiastic drivers who take to the streets after parades. Under the proposal, motorists would face fines of $300 to $1,000 if they drive on a street “with any human being placed upon or protruding from the vehicle’s roof, trunk, hood or any window.”
