Nearly half of all vehicles on the road will have to be redesigned in the next five years to pass the government’s new rear-end crash test, which replaces the 30-m.p.h. test with a 50-m.p.h. test. The National Highway Traffic Safety Administration says the upgrades will cost manufacturers $41 million a year.
