It seems to me that a cooperative effort by coalition countries could stage a massive attempt to rescue hostages held by our enemies. Certainly there must be enough intelligence sources to figure out their location and enough SWAT teams and military experts to form rescue teams.
Even if an effort fails, the world would be sending the barbarians a message from civilized people: We will not sit idle when you use one of our people as a bargaining chip.
