The National Highway Traffic Safety Administration is upgrading its investigation of 813,597 2001-02 Chrysler Town & Country, Plymouth Voyager and Dodge Caravan minivans. Headlights may dim, flicker or shut off while the vehicles are under way. Upgraded investigations lead to recalls 70 percent of the time, according to the agency.
