The flow of traffic around the city is often impeded by illegally parked vehicles. Delivery trucks are among the worst offenders. Since it would probably damage commerce to prevent such illegal parking, perhaps it could be turned into a source of revenue.
Such companies could buy immunity from parking fines from the city.
