Chicago: Bright sunshine, but still a bitterly cold day. Readings rebound slowly from subzero lows struggling to break the zero mark in the afternoon. Northwest winds keep wind chills in the -20(degrees) to -30(degrees) range. Clouds at night limit overnight lows to -5(degrees).
