BUSH-PUTIN MEETING: President Bush said he had accepted an invitation by Russian President Vladimir Putin to visit Russia next week, signaling an effort to avoid a public clash over NATO and missile defenses when Bush travels to Europe, also next week. The meeting — expected to take place on April 5 and 6 — is likely to be the last between them before Putin steps aside as president.

GUANTANAMO: The U.S. is violating international norms by holding a Canadian former child soldier at Guantanamo Bay, his lawyers told Canada’s high court. Omar Khadr’s attorneys argued Canadian intelligence officers violated Canada’s bill of rights by questioning him in 2003 and 2004 at the U.S. base.

NO JET FOR QUEEN: The British government said it is scrapping plans to buy a jet plane for the prime minister and Queen Elizabeth II. The plan was announced two years ago by then-Prime Minister Tony Blair and was dubbed “Blair Force One” by journalists.
