The Senate began what is expected to be a weeklong, contentious debate Monday over legislation to combat global warming by mandatory reductions in carbon dioxide and other greenhouse gases. Senators voted 74-14 to consider the bill.

But supporters acknowledged it may be impossible to overcome a certain GOP filibuster against the legislation. That means action on global warming probably will be decided in the next Congress and by the next president.
