MANDELA BILL: President George W. Bush signed a bill Tuesday allowing Nelson Mandela to visit the United States without the secretary of state having to certify that he isn’t a terrorist. The new law removes from U.S. immigration watch lists the names of those with ties to the African National Congress.
CUBA TRAVEL: A federal judge on Tuesday temporarily blocked a new Florida law that would have imposed a stiff bond and other restrictions on travel agencies and charter companies booking trips to Cuba. The law would force agencies to put up a $250,000 state bond if they book tours to Cuba.
JAIL INQUIRY: Investigators focused Tuesday on guards at the suburban Maryland jail where a suspect in the hit-and-run death of a police officer was found strangled in his cell.
