Ciudad Acuna, a city near Texas, has begun fining U.S. drivers who cross the border to fill containers with government-subsidized Mexican fuel. The fines equal 70 percent of the value of the diesel confiscated, as U.S. motorists take advantage of the $2.25-a-gallon cost and spur gripes of shortages.
