SYRIAN OFFER: Syrian President Bashar Assad said he offered a proposal for peace with Israel but also refused to break ties with Hezbollah and militant Palestinians — a key Israeli demand. Assad also said indirect negotiations with Israel were on hold until that country chooses a new prime minister, and that direct talks would have to wait until a new U.S. president takes office.

ARGENTINE ANGER: Police used tear gas and rubber bullets to quell protests in which frustrated passengers burned trains in at least two locations near Buenos Aires. A spokesman for Buenos Aires Trains acknowledges the company has trouble meeting rush-hour demand for trains running west from the capital, despite a schedule that has trains leaving every eight minutes. Similar protests erupted in 2005.
