Scott Franz, 52, of Morton Grove was indicted Tuesday on 16 charges, three of which involve work done by his Glenview company, Arbor Green, in 2006 on stream maintenance in DuPage County. Franz is accused of inflating the cost of a project and then drawing funds from a credit union based on those invoices. The credit union then tried to collect.
