Brazilians have elected a clown to Congress. No, a real one. Francisco Everardo Oliveira Silva, known to many Brazilians by his performing name, Tiririca, got more than 1.3 million votes — double any other candidate’s total — Sunday in Sao Paulo, Brazil’s most populous state. However, some reports say Silva is illiterate, which, if true, would violate a rule that Brazilian candidates must be able to read. Because, you know, it’s OK to elect a clown to Congress. Just not an illiterate one.

This is the country the U.S. lost out to as host of the 2016 Summer Olympics. Now it can be told. The problem with the Chicago bid book? Well … it was a book.
