HOUSTON, Sept 12 (Reuters) – Phillips 66 is seeking

permits to upgrade existing rail infrastructure at its Arroyo

Grande, California, refinery to take up to 20,000 barrels per

day of crude via train, Chief Executive Officer Greg Garland

told analysts on Thursday.

Garland referred to the project during a webcast

presentation at the Barclays Energy-Power Conference in New

York. A company spokesman explained further that pending permit

approval, construction would begin in mid-2014, with startup in

2015.

The project involves extending an existing rail spur at the

Arroyo Grande plant, which in tandem with Phillips 66’s Rodeo

refinery has a capacity of 120,200 barrels per day.
