These are the latest city guidelines for speeding ticket reviewers to follow when deciding whether a pedestrian is a child. They replaced prior guidelines on Aug. 19, 2015, and narrowed the definition of a child for enforcement purposes to exclude infants and children in baby carriers or in the arms of adults.
