Steve Westly, head of a Silicon Valley-based venture capital fund, asked Mayor Rahm Emanuel to consider a business his firm had invested in. In April 2012, he requested the mayor to take a call from an official at Enerkem, which uses a thermo-chemical process to covert landfill trash into ethanol. Westly had not registered as a lobbyist.
