The Oswego Village Board recently approved a concept plan for a 48-unit senior living rental community in an unincorporated area of Kendall County near Oswego.
Northpointe Development II Corp. of Wisconsin is proposing a residential development for those 55 years old and older on roughly 10
acres at the southwest corner of Wolf’s Crossing Road and Douglas Road extended.
Oswego Trustees Tom Guist, Kit Kuhrt, James Marter, Terry Olson and Jennifer Jones Sinnott supported the concept plan during a recent Village Board meeting. Trustee Brian Thomas was not present.
The concept plan was approved subject to review by the Planning and Zoning Commission and staff as well as Village Board approval of the development application when it is submitted.
The developer presented the concept under an “accelerated pace” to gauge the Village Board’s support prior to an application deadline through the Illinois Housing Development Authority, village officials said.
A representative of Oshkosh-based Northpointe Development presented a concept plan showing eight buildings in the development.
“The idea of the program is to provide below market-rate housing at a market-rate quality for your senior population. We get this through the IHDA tax credit program,” Northpointe Vice President of Development Jake Victor said.
The developer intends to apply for the tax credits in February.
“We have been developing housing for about a decade and have built more 1,200 units throughout Wisconsin and we are currently working in Illinois,” he said.
The concept plan is for eight buildings. The units would be single-story townhomes with six units per building, with 844 square feet for a one-bedroom unit and 977 square feet for a two-bedroom unit, each with attached garages. The site would include a common clubhouse, patio and garden.
“This is housing targeted for fixed-income seniors,” Victor said.
The next step for the project will be a review of an annexation agreement, a preliminary and final planned unit development and a rezoning application that will require a public hearing before the Planning and Zoning Commission. The Village Board will have to give final approval of the proposal.
Northpointe Development proposes to start construction in early 2023.
The Oswego Village Board last October approved a pre-annexation agreement, rezoning and planned unit development plan for Avanterra, a $40 million rental housing development that would be near the senior housing site.
Continental Properties is proposing 149 built-for-rent single- and multi-family housing units on 23 acres near the same area of the future redesigned Wolf’s Crossing Road and Douglas Road intersection in unincorporated Kendall County near Oswego.
