Interest rates on 52-week Treasury bills rose in Tuesday`s auction to the highest level since February, 1986. The Treasury Department sold $9.5 billion of the bills at an average discount rate of 6.74 percent, up from 6.52 percent at the last auction Aug. 4. The rates were the highest since Feb. 13, 1986, when the one-year bills sold for 7.19 percent.
