Donald J. Helfrecht, chairman and chief executive of Madison (Wis.) Gas & Electric Co., said he plans to retire Sept. 30. Helfrecht, 69, said he proposed to the utility`s board that Frank C. Vondrasek, 62, president and chief operating officer, become chairman and chief executive. Helfrecht also proposed that David C. Mebane, senior vice president and general counsel, be named president and chief operating officer.
