A federal appeals court panel Friday upheld the right of the City of Chicago to ban the Chicago Observer from placing its oversized, 34-by-52-inch boxes on city sidewalks. Regulating the size of newsboxes, Appeals Court Judge Frank Easterbrook wrote in the opinion, doesn`t infringe on the publication`s right to distribute the paper and doesn`t clash with its constitutional rights.
