Kevin M. Schaupp, 19, of 716 N. Madison St., was charged Tuesday with driving under the influence of alcohol, driving without insurance and leaving the scene of an accident. Schaupp fled on foot after the car he was driving struck a utility pole at the intersection of Illinois Highway 47 and Lake Avenue, according to police.
