A proposal to place a $1.4 million bond sale on the March 17 ballot has been rejected by the Lockport City Council.

Last fall, the city formulated plans to issue bonds for four years` worth of municipal projects in one year in an effort to raise money before the new state tax-cap law took effect. But several hundred residents signed a petition forcing the city to withdraw its plan unless it submitted the matter to the public.

Last week, Ald. Bill Blogg introduced a measure asking that the bond sale be placed on the ballot. But the City Council rejected it.
