David B. Meltzer, 66, son of the founder of Evans Inc., the legendary A.L. Meltzer, will retire as chief executive of the Chicago-based fur and apparel chain July 1 but will continue to serve as chairman. Patrick J. Regan, 45, chief operating officer since 1991, will assume the CEO post.
