No car breakthrough: A second day of auto trade talks between the U.S. and Japan came to a close with both sides acknowledging that a breakthrough in bitter dispute remained elusive. At issue is whether the two nations can reach an agreement over opening up Japan’s auto and auto parts market before the U.S. imposes sanctions on luxury Japanese imports worth $5.9 billion. The sanctions are scheduled to go into effect Wednesday. Both sides complained that no new proposals were brought to the table.
