Tom Curtiss Townsend, 19, of 405 Grant St., Sycamore, was charged with retail theft Saturday after he allegedly placed two shirts in a bag and left J.C. Penney, 3810 E. Main St., without paying. Store security officers struggled with Townsend and two others while trying to question them in the store’s parking lot, but no other charges have been filed, police said.
