Jose Casas, 19, of 500 W. Touhy Ave., was charged Saturday with encouraging the delinquency of a minor and unlawful consumption of an alcoholic beverage by a minor after police stopped the car he was in Saturday at Elmhurst Road and Dempster Street. Police said a 15-year-old boy was found driving the car.
