Police on Tuesday observed a man walking in the 700 block of East Main Street yelling and waving his arms. When police questioned the man, they found he was wanted on an outstanding warrant out of Geneva for retail theft. When Jesse Techuanhuey, 18, of 35 W 479 Riverside Drive, was informed of the warrant, he tried to flee, police said.
