Sonera Corp. of Finland agreed to buy a $200 million stake in Aerial Communications Inc.’s Aerial Operating Co. Sonera, based in Helsinki, had 1997 sales of $1.4 billion. Aerial Communications, Chicago, holds licenses to provide PCS wireless telecommunications service.
