Argo-Tech Group Inc., which makes fuel pumps and other parts for airplanes, filed to sell 3.6 million shares in an initial public offering. The sale will give new investors a 23 percent stake in the Cleveland-based company, according to the registration with the Securities and Exchange Commission.
