The Geneva City Council has hired a public management consultant to help develop and rank goals for city departments.

After much debate, the council on Monday approved spending $5,000 to hire the PAR Group, of Lake Bluff, to assist in setting goals for city departments and to teach department managers how to conduct performance-based employee evaluations.

The process is set to begin with a workshop Saturday for council members and department heads. The process will wrap up before the council is scheduled to approve the 1999-2000 budget on April 19. The short time frame concerned some council members because it does not allow city workers participation in the goal-setting process.

City Administrator Phil Page told council members department heads will continue working with employees in setting individual goals.
