Hollinger International Inc., owner of the Chicago Sun-Times, has pulled out of negotiations to purchase The New York Observer and other companies owned by Arthur L. Carter. Chicago-based Hollinger, which owns papers in the United States, Canada, Britain and Israel, gave no explanation for the decision. The newspaper company reportedly was interested in converting the Observer, a weekly paper, into a daily.
