Victoria Goonrey, 27, of the 100 block of 34th Street, Steger, was charged Sunday with the theft of $68.98 in merchandise from the J.C. Penney store in Lincoln Mall. Police said Goonrey placed a toy and shoes in a bag and left the store without paying for them.
