Arthur Sias, 58, of the 600 block of St. Charles Street, was charged Thursday with aggravated battery to a child, aggravated domestic battery and possession of an unregistered handgun, police said. Sias allegedly used a cord and belt to bruise and scar the back of a 9-year-old relative, authorities said. The child complained of his injuries Wednesday to officials at Garfield School, 420 May St., police said. Police said an unregistered handgun was found in a search of Sias’ home. The youth was placed in the custody of the Illinois Department of Children and Family Services. Sias was being held in the Elgin police lockup pending a Friday court appearance, according to reports.
