Michael Marks, 26, of the 1700 block of Kent Road, was charged with assault Tuesday after he threatened to hit a woman who reprimanded him for striking his dog outside Marks’ home, police said. Marks posted $75 bail and was ordered to appear in court Oct. 20, police said.
