A last-minute pitch by Village President Bill Sarto didn’t stop Carpentersville trustees from voting to annex hundreds of acres west of town on which 432 homes will be built.

The board voted 5-2 to pave the way for Pulte Homes to start building the Winchester Heights subdivision, though the company has not yet received a permit from the U.S. Army Corps of Engineers. The permit is needed because the development abuts a large wetland.

Sarto and Trustee Linda Ramirez Sliwinski voted against the plan, echoing residents’ concerns that the subdivision could add to flooding problems along Binnie Road and add more students to School District 300.Pulte will give Carpentersville $1.9 million in impact fees, and the school district $2.25 million.
