Italy has taken an extreme step against terror with a new law that requires businesses that offer Internet access to the public to ask clients for identification. Cybercafes also must make and keep a photocopy of the ID and be registered with the local police station. Enforcement is spotty, officials say, and many customers complain the law doesn’t do enough to protect them.
