Construction is expected to begin in the spring on a new shopping center in Elgin that would include a 117,000-square-foot Lowe’s home improvement store.

The project won zoning and other approvals this week from the Elgin City Council.

Plans for the 26-acre site at 601 S. Randall Rd. also call for a Bank of America branch and 50,000 square feet of additional retail.

In other action, council members have voted to pay $100,000 to Economics Research Associates of Chicago and Fisher Dachs Associates of New York for a feasibility study to determine whether the city should move forward with plans to build a new performing arts center downtown along the Fox River. The center would be the new home of the Elgin Symphony Orchestra.
