Didn’t we have two elections for U.S. Senator, one a special election to put someone in to replace Roland Burris immediately? Then why will Mark Kirk not be sworn in until November 29? I read that it is because of paperwork. A month for the Board of Elections to do the paperwork and get it signed by the governor?
