MESA, Ariz. — Cuban pitching signee Gerardo Concepcion is in the Chicago Cubs’ minor league camp, but 19-year-old outfielder Jorge Soler remains in legal limbo.

Soler has not yet been declared a free agent, although teams can negotiate privately. The Cubs have been rumored to be the top bidder at $27 million.

“The rumors that we have a deal with him are completely bogus,” Cubs general manager Jed Hoyer said. “Those rumors have no merit.”

Hoyer also said Concepcion, a left-hander, could make a brief appearance in a big league spring game, but right now that is not in the plans.

“We’re letting him get acclimated slowly, throw bullpens and get in (minor league) games,” Hoyer said.
