On the rise: U.S. privately owned housing units were completed at a seasonally adjusted annual rate of 1.05 million in February, up 1.7 percent from January, the Commerce Department reported Friday. Completions had risen 1.2 percent in January to an adjusted 1.03 million rate. February completions were down 4.2 percent from a year before. The number of units under construction at the end of February was estimated at a seasonally adjusted annual rate of 635,000, down 0.9 percent from the previous month.
