I voted for Pat Quinn on Nov. 4 knowing full well that nothing would change if he were re-elected. But I also felt that if Bruce Rauner won, there was just the probability that nothing would change. That narrowest of windows, a choice of nothing versus probably nothing, indeed makes Illinois the “state of despair.”
