Evanston/Skokie District 65 has announced that Angel Turner will be taking over as interim superintendent as Devon Horton prepares to take a new position in Atlanta’s DeKalb County.
A news release from the school district states that Turner will be taking over starting July 1 in a full-time but temporary capacity while the district continues its search for a permanent candidate for the role.

Turner has been with the district for the past three years serving as the district’s assistant superintendent of schools and previously the director of literacy. She also has over two decades of experience in education, according to the release with further experience in several education nonprofits. According to the district website, she previously served as principal of Morton School of Excellence, provided school leadership coaching as the senior director of curriculum and assessment at Accelerate Institute and served as a principal supervisor for six years at both elementary and high schools.
Her time with the D65 administration gives her a strong familiarity with each of the schools and the district said School Board President Sergio Hernandez in the news release.
“Dr. Turner has done an incredible job over the past two years building school leadership capacity, overseeing noticeable improvements in culture and climate across our schools, and strengthening systems in order to drive continuous improvement,” Hernandez said.
Turner received her bachelors of science degree in elementary education from Loyola University, a Master of Arts in educational administration from St. Xavier University and a doctoral degree in urban education leadership from University of Illinois Chicago.
“We look forward to hosting an opportunity this summer for our community to meet and get to know Dr. Turner better,” Hernandez said. “We are deeply appreciative of Dr. Horton’s leadership over the past three years and are grateful for his support in helping to navigate and ensure a smooth transition.”
